Organizational Setting
The post is located in the Statistics and Data Analytics Division of the Department for Economics and Data Analytics (DEDA). This Division is responsible for providing accurate, comprehensive and timely statistical information on the performance of the intellectual property (IP) system worldwide; and a variety of data analytics services that support research, business transformation, operational and administrative functions within WIPO.
Purpose Statement
As Director of Statistics, the incumbent is responsible for leading and directing the Division and its expanding program of work, including managing relations with internal and external stakeholders, promoting the credibility and uptake of WIPO’s IP statistics, and conceiving and implementing new data analytics services that support business transformation to meet organizational needs.
Reporting Lines
The incumbent works under the supervision of the Chief Economist.
Work Relations
The incumbent works in close cooperation with programs throughout WIPO and national and regional IP offices.
Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Lead the development of advanced data analytics products that drive research activities within DEDA, enable the monitoring of the performance of WIPO’s international filing systems, support the organization’s marketing activities, and guide planning and decision-making in WIPO’s Administration, Finance and Management Sector.
b. Lead advocacy and advisory towards stakeholders across the organization related to data science solution, products, and their deployment.
c. Lead the promotion of data science solutions by showcasing the products to business stakeholders. Champion literacy within different lines of business to create self-service analytics capabilities, Coordinating and integrate the Division’s program with other programs of the Department and the Organization.
d. Manage and direct the Statistics and Data Analytics Division’s operational program to develop capacities to flexibly deploy resources into value-added activities, creating opportunities for, and managing and implementing change within the division, and in cooperation in other areas of the organization.
e. Plan and provide guidance and supervision to the development of WIPO’s statistics products, as well as the Division’s methodological and research work, and lead relevant reports, surveys and publications. Ensure the development of new statistical concepts and definitions to improve international comparability.
f. Prepare annual program of work and budget documents. Empower staff, advance operational performance levels and find solutions to problems where procedures and precedents do not exist.
g. Provide authoritative advice to WIPO’s Chief Economist and senior management on a broad range of statistical matters and programs, as well as IP statistical trends and developments, and justify and defend appropriate courses of action.
h. Formulate the Statistics and Data Analytics Division’s program of work, objectives and priorities, and direct the Division’s activities.
i. Establish, develop and maintain strategic partnerships with external data providers from the public, private and NGO sectors.
j. Represent WIPO in international meetings, conferences and statistical taskforces. Provide advice on IP statistical matters, advocate and promote WIPO’s position, ensure coordination of interrelated statistical activities, and respond to media inquiries on statistical matters.
k. Perform other related duties as required.
Requirements
Education (Essential)
Advanced university degree in statistics, mathematics, data science, economics or a related discipline. A first-level university degree plus two years of relevant professional experience in addition to the required experience mentioned below may be accepted in lieu of an advanced university degree.
Experience (Essential)
At least 15 years of professional experience in the fields of statistics, data analytics, data management or a related field.
Proven track record of effective supervisory and managerial experience.
Professional experience at the senior level in an international environment, including in engaging in corporate business transformation, interacting with colleagues of different professional and cultural backgrounds and leading inter-team cooperations to achieve strategic outcomes.
Experience in developing data analytics products for the business, formulating and carrying out the strategy with an agile, client-driven approach.
Experience (Desirable)
Professional experience in the field of IP.
Language (Essential)
Excellent knowledge of written and spoken English.
Language (Desirable)
Good knowledge of other UN official languages.
