The Science, Technology, Research and Analysis (STAR) Group sits at the heart of the Home Office. The group ensures the best evidence and analysis are used to address the strategic issues facing the department. We also provide the science, technology, data, and international insights and collaboration capabilities to drive delivery.

This is a unique and exciting opportunity to lead one of the Government’s leading data transformation and strategy teams. The role will have responsibility over a portfolio of strategic data projects own a business-led data and analytics strategy, future data investments, and have direct delivery responsibility of workstreams. Data strategy is an exciting area of work that touches everything the Department delivers which aims to drive the single strategic direction and co-ordination for data and information capabilities and services.

The work of the team is fast paced, high profile and stretching. We are looking for a high-performing, enthusiastic and inquisitive self-starter with strong critical-thinking, delivery and communication skills to drive forward the team’s work on this significant Home Office agenda.

Job description

This is a large and complex leadership role, which requires leadership of a team and a wide stakeholder group.

Your role will be to lead implementation of the Home Office data and analytics strategy, which includes future investments for a potential fiscal event, maintain the health of the portfolio and communication activities to raise the profile of new products and services.

Strategy development requires an astute connection between data, technology and business outcomes including a broad awareness of the political and cross-Government data agenda.

Key duties are likely to include:

  • Leading Departmental and government priorities related to data, information and analytics, working across boundaries to translate into strategy, future plans and investment decisions.
  • Working closely with the D&I Directorate portfolio office and aligning programmes across the Department to the strategic direction, ensuring benefits and strategic risks are clearly quantified and articulated.
  •  Leading the Home Office D&I learning service to deliver high value and impact learning products and interventions which meet user needs.Leading culture change on data capability, promoting stakeholder engagement and communication activities to increase awareness and understanding of the data and information vision and portfolio delivery/
  • benefits.
  • Presenting to Ministers, senior stakeholder boards, and senior officials as necessary.
  • Line managing two Policy Managers.

Working pattern

Due to the business requirements of this role, it is only available on a full-time basis with the option of compressed hours working.

Travel

The business area is based in London so if the post holder is based in Manchester, then regular travel (approximately once or twice a month) to London - 2 Marsham Street will be required.

Person specification

Essential criteria

  • Ability to quickly build relationships with senior colleagues, collaborate effectively, influence and negotiate effectively with a range of stakeholders and delivery partners.
  • Strong analysis and critical thinking skills to interpret and evaluate complex and varied information to make sound conclusions and judgements.
  • Excellent written and oral communication skills, with an ability to command analytical, and technical issues at pace and produce high quality written work and presentations for a range of audiences.
  • Ability to set direction amidst competing pressures and conflicting steers and work independently and flexibly to ensure the team adapts to changing demands in a high-profile environment.

Desirable criteria

  • Understanding or experience of data or technology strategy/ delivery.
  • Programme management experience.
